European Round Table on Poverty And Social Exclusion - Aarhus – Denmark - 17-18 October 2002

The first European Round Table Conference on Poverty and Social Exclusion will start on the UN International Day for the Eradication of Poverty. This conference is organised by the Danish Presidency of the European Union (Ministry of Social Affairs) with the support of the European Commission.

In the plenary opening session of the Round Table which will set out the international and European political background of the European Round Table, one of the speakers, Mr Emmanuel Reynaud, Director at the International Labour Organisation, will highlight the significance of the World Day to overcome extreme poverty. He will be followed by an intervention of members of the European Anti-Poverty Network and from the International Movement ATD Fourth World and short movie will give voice to people experiencing poverty and exclusion.

In addition, a display to present events and messages that will mark the International Day for the Eradication of Poverty will be set up in a centrally placed location at the Round Table to create a link between the participants to the Round Table and other events across the globe.

Aims of the round table

2001 witnessed significant progress in the implementation of the open method of co-ordination to combat social exclusion initiated at the European Council of Lisbon in March 2000. Following the adoption of European common objectives to combat poverty and social exclusion, the Member States confirmed their commitment by adopting national action plans against poverty and social exclusion in June 2001. On the basis of these plans, the European Council of Laeken in December 2001 adopted the first Joint Report on Social Inclusion which identifies common challenges and policy responses in the fight against social exclusion in the EU. A first list of European common indicators to measure performance in this area was agreed, and the European Parliament and the Council adopted the new Community action programme to combat social exclusion, which entered into force in January 2002.

Evidence from the first national action plans confirms that tackling poverty and social exclusion continues to be a key challenge facing the European Union. 2002 is a crucial year for strengthening policy co-operation and mutual learning between Member States in the lead up to the second generation of national action plans in 2003. It is also important for promoting the gradual involvement of candidate countries in this European social inclusion process. In this context, the first European Round Table Conference on Poverty and Social Exclusion will focus on the progress of the European strategy by :

In New York City, the United Nations will host an observance at the replica of the commemorative stone in honor of the victims of poverty, located in the garden of the UN. The ceremony, which will be held from

12:30 to 1:45 pm, will include the message of the UN Secretary General, testimonies from adults living in poverty, and a performance by children.

This ceremony is co-sponsored by the Permanent Mission of France to the UN, the Permanent Mission of Burkina Faso to the UN, and by ATD Fourth World.

Poverty and social equity in Latin America and the Caribbean: The United Nations perspective

ECLAC and the United Nations Country Team for Chile have decided to jointly organize the seminar "Poverty and social equity in Latin America and the Caribbean: The United Nations perspective" to commemorate both the 10th Anniversary of the International Day for the Eradication of Poverty and the 57th Anniversary of the Organization.

 The seminar, to take place on 24 October at the Ministry of Foreign Affairs of Chile, will be chaired by Mr. Carlos Portales, General Director of Foreign Policy of the Ministry of Foreign Affairs. The programme will feature three presentations:

Award Ceremony 
There will also be an award ceremony for the “Ojo con Chile” photographic competition, organized by the United Nations Country Team for Chile with the aim of promoting the issues addressed at the recent World Summit for Sustainable Development.

Service Delivery and Poverty Traps: Challenges in Reaching the Very Poor 

Preliminary Outline

Last year, on October 4, 2001, a first Poverty Day was organized for Bank staff working on poverty issues.  The event included a plenary session on pro-poor growth, and a number of parallel working sessions thereafter.  Staff from a range of networks across the Bank participated in Poverty Day, and feedback was positive. We have therefore decided to continue the tradition and hold a second Poverty Day, this time on October 17. The proposed title of the event is “Service Delivery and Reforms – The Challenge of Reaching the Very Poor” and it will coincide with the UN-declared “International Day for the Eradication of Poverty” (the declaration for this day by the General Assembly of the UN is attached below in appendix).

Poverty Day 2002The objective of the UN “International Day for the Eradication of Poverty”  is to promote awareness of the need to eradicate poverty and destitution in all countries, particularly in developing countries.  The day dates back to a gathering of 100,000 people in Paris on October 17, 1987, following an appeal by Joseph Wresinski, the founder of the International Movement ATD Fourth World.  Since then, on the 17th of October each year, very poor families have gathered with others rejecting extreme poverty and exclusion throughout the world to express their solidarity and commitment to ensure that everyone's dignity and freedom are respected. On October 17, 1992, Javier Perez de Cuellar, former Secretary General of the UN, on behalf of the Committee for the World Day to Overcome Extreme Poverty, called for the recognition of October 17, which was then recognized by the General Assembly.  

When people gather on that day around the world, it is in large part to pay homage to very poor people and their struggle to emerge from poverty, and to renew their own commitment to fight poverty.  This is done in part by listening to testimonies from persons living in extreme poverty. In the World Bank, given the “learning” nature of the event and the policy focus of our work, rather than emphasizing testimonies, we could instead try to gather and distill emerging knowledge on how to take into account the very poor in policy design.

Using the same general structure of the first Poverty Day, and incorporating suggestions from staff, the day will have two plenary sessions, and six break-out sessions, as presented below.  Given the theme of the upcoming WDR, the morning plenary and break-out sessions will focus on Service Delivery mechanisms, and will address the advantages and risks of private service provision, and issues related to cost recovery. The afternoon plenary and break-outs will look at the issue of poverty traps in the context of globalization and policy reforms, and will focus on the issues of Poverty and Social Impact Analysis (PSIA), vulnerable and excluded groups, and access to market and trade questions.  These themes coincide well with other key issues vital to the Bank’s poverty agenda, including the PRSP/MDG relationship, institutionalizing participation in the PRSP process, Empowerment, and Pro-Poor Growth.

This year, over fifteen past pupils of Purnodaya, who were privileged to study and live the life of Fr. Joseph in Joseph Wresinski Youth Front during their tenure of development took the initiative of organising the events.

The event began in the evening with a welcome dance by the present children. The traditional oil lamp was lit admist the applause of the audience and the agenda continued in between various entertainments performed by the past and the present children. The children garland the picture of Fr. Joseph and paid floral tribute. They observed some moments of silence as one read the Universal Witness and took time to sing their theme song on Fr. Joseph Wresinski, "You know the suffering of the Poor".

Martin Costa summed up his talk calling on the children to brush their memories of Fr. Joseph and to think anew and to organise to live in Unity for the greater development of their lives. He also outlined the Joseph Wresinski cell system already under discussion with the past children and request them to give it the green light from this day.

He also said that Purnodaya in its Journey of life was fortunate to meet the Person Fr. Joseph and that we are privileged to have opened up a computer section at Purnodaya, naming it Joseph Wresinski Computer Unit.

In the simple reception the children took time to dance, sings and enjoy themselves very hopefully of a better future.

- the first one will be a sharing moment around three persons that participated in a ATD Fouth World summer work camp in France. They talk about what they discovered during their stay and the spirit of

Planet Without a Plan youth conference, Brisbane, Australia
Planet Without a Plan is a one day conference designed to inform young people about issues relevant to the environment, sustainable development, population and reproductive rights. We are holding a conference in Brisbane to coincide with the International Day for Eradication of Poverty on 17 October, with the focus of the day being poverty. Since 1998 ARHA has run a series of youth conferences called "Planet Without a Plan". Each conference is attended by several school groups - usually years 9-12, and runs for a whole day. Speakers cover a range of issues including sustainable development, global population issues, reproductive rights, the global HIV/AIDS pandemic and the environment. The objective of the conference is to inform young people about these issues and their interconnectedness, while providing experience working with their peers and professionals from a range of agencies in a conference environment. At the end of the presentations and interactive sessions, the students break into groups and develop "Plans for the Planet", drawing together the issues covered in the presentations. From there we will walk to the cathedral of Andohalo, where Cardinal Armand Gaétan Razafindratandra will present an œcumenic service. After, there will be singing and dancing.

The proposed title of the event is “Service Delivery and Reforms – The Challenge of Reaching the Very Poor” and it will coincide with the UN-declared “International Day for the Eradication of Poverty” (the declaration for this day by the General Assembly of the UN is attached below in appendix).

The objective of the UN “International Day for the Eradication of Poverty”  is to promote awareness of the need to eradicate poverty and destitution in all countries, particularly in developing countries.  The day dates back to a gathering of 100,000 people in Paris on October 17, 1987, following an appeal by Joseph Wresinski, the founder of the International Movement ATD Fourth World.  Since then, on the 17th of October each year, very poor families have gathered with others rejecting extreme poverty and exclusion throughout the world to express their solidarity and commitment to ensure that everyone's dignity and freedom are respected. On October 17, 1992, Javier Perez de Cuellar, former Secretary General of the UN, on behalf of the Committee for the World Day to Overcome Extreme Poverty, called for the recognition of October 17, which was then recognized by the General Assembly.  

When people gather on that day around the world, it is in large part to pay homage to very poor people and their struggle to emerge from poverty, and to renew their own commitment to fight poverty.  This is done in part by listening to testimonies from persons living in extreme poverty. In the World Bank, given the “learning” nature of the event and the policy focus of our work, rather than emphasizing testimonies, we could instead try to gather and distill emerging knowledge on how to take into account the very poor in policy design.

Using the same general structure of the first Poverty Day, and incorporating suggestions from staff, the day will have two plenary sessions, and six break-out sessions, as presented below.  Given the theme of the upcoming WDR, the morning plenary and break-out sessions will focus on Service Delivery mechanisms, and will address the advantages and risks of private service provision, and issues related to cost recovery. The afternoon plenary and break-outs will look at the issue of poverty traps in the context of globalization and policy reforms, and will focus on the issues of Poverty and Social Impact Analysis (PSIA), vulnerable and excluded groups, and access to market and trade questions.  These themes coincide well with other key issues vital to the Bank’s poverty agenda, including the PRSP/MDG relationship, institutionalizing participation in the PRSP process, Empowerment, and Pro-Poor Growth.

Casa Nueva Vida will commemorate the International Day for the Eradication of Poverty through activities with children and their parents on October 16th. Delegates from Casa Nueva Vida will then accompany delegates from the Coalition for a Strong United Nations to the commemoration at the United Nations in New York on October 17th.

Appalachian region

There will be a celebration at 6:30pm. for the Appalachian region at the Elementary school of Clinchco, Virginia (this is not a celebration for children but we have the use of the school auditorium and cafeteria.)

The title of the celebration is: "Climbing the Rough Side of the Mountain." There will be testimonies prepared with young adults who are struggling to get out of poverty in the area and abroad, songs by local musicians, and a slide show made from statistics collected about poverty and related issues. The celebration will be followed by a potluck supper.

From 5 to 6.30pm at the " Cafe Reconcile ". Children from the street library will display the mosaic they have created for the cafe. Each child made a tile from the question " What makes children happy? ". There will be speeches from officials, children and parents. ATD Fourth World, Caritas, and other groups participate.

ATD Fourth World invite members of poor families and those who support them. Using the theme " Friendship, is an escape from poverty". Poor families want to escape poverty and we unite around them with respect, friendship and confidence. We also need to honour the efforts of solidarity and friendship in poor neighbourhoods. Everyone is invited to create a friendship braid to symbolise their refusal of poverty, for example, how friendship helps people escape poverty, or how it helps us go on in difficult times.

On Sunday 13th, a public meeting at the university of San Carlos de Guatemala, speeches by family members and a display of messages and friendship braids.

Elsewhere, October 17 posters will be displayed on house doors with friendship braids attached, showing their commitment against poverty and that together we can overcome it.

20th : Port-au-Prince

A meeting with the poor and those who stand by them also invite you to celebrate in Lakou, at the Centre de Ralliement Don Bosco, Boulevard Harry Truman - Bicentenaire - à Port-au-Prince. A day to confront the reality of poverty and show that the poor are the first to resist it. That when they are given the means to fight it they seek peace, respect, justice, education, housing, a family. The homeless children of Lakou will be at the centre of this meeting. At the centre de Ralliement, which just opened with the projet of father Stra, (congregation of salésiens) and his team of teachers LAKAY. Two ATD staff, Jacqueline Plaisir and David Lockwood meet these children each week, taking books and art equipment. A friendship is built up.

With the help of Jean Serin, Jean-Claude Cherival and Pierre Gesner the evening programme with have storytelling and testimonies, singing with the Cour Watson choir from Martissant-Bolosse, and Fanfare de LAKAY.

The Archbishop of Haïti, Monseigneur Miot will attend and readings will be made in several parishes.

Santa Lucia

We are members of a school-based volunteer service organisation called 
"Young Leaders". The name of our school is the George Charles Secondary School (on the Caribbean island of St.Lucia), hence the group is named the George Charles Secondary School Young Leaders (GCSS-YL).

The GCSS-YL has organised a series of projects this year, one of which was the observance of Oct 17, International Day for the Eradication of Poverty. 
Due to several factors, we decided to observe the day on the Friday (Oct 18th).

The activities for the day included:

1) Hosting of a school assembly, consisting of Prayers, testimonials, skits, reading of the: "I Bear Witness to You" Speech, singing of appropriate songs, a moment of silence and a speech explaining "What is Poverty"

2) A 1 mile march (approximately), was held in and around the vicinity of  the school in total silence, to pay tribute to the poor and to illustrate the lack of voice & representation that the poor have around the world

3) A cake & ice-cream sale was hosted at the school during the day to raise funds for the 6 other projects we have planned for the school year

We would like to extend our solidarity to you and to all groups/ agencies/ organizations involved in poverty eradication around the world. Rest assured that we will do our part here in St.Lucia to respond to the problem of poverty. We will certainly keep you informed of the other projects that we are doing, when we get to them.

Guadeloupe : A l’initiative du Mouvement ATD Quart Monde et de Contact Rue, ADDRIC, MESS, Intiative Eco, SEMAG, SCEP de Basse Terre, Radio Inter School, Voukoum, Communauté des Communes du Sud Basse-Terre, Ville de Basse-Terre, STOP, Ecole Félix LABAN de Saint-Claude, Association Jeunesse et Loisirs, Association le Son des Pères, St-Vincent de Paul, Emmaus et la banque alimentaire, plusieurs évènements marqueront la journée mondiale du refus de la misère. Du lundi 14 au vendredi 18 octobre en différents points de la ville sont installés des espaces d’expression (des arbres) où chacun pourra écrire un mot, un poème, un commentaire, ou faire un dessin sur son expérience de la " galère " de l’exclusion , de la misère, de la solidarité, de la solitude, des droits de l’homme …Le samedi 19 octobre, une commémoration officielle aura lieu sur le marché de Basse-terre de 10h à 13h avec un débat, la lecture de messages et poèmes et des animations diverses.

A Point-à-Pitre, la journée sera marquée de deux façons. Tout d’abord le mercredi 16 octobre à 16h un lacher de ballons aura lieu dans différents quartiers de la ville : Boissard, Carénage, Vieux-Bourg et Lacroix. Le 17 octobre une exposition est prévue au local Cyber Gwada de l’association Contact Rue et une commémoration aura lieu en présence de la population et des officiels.

Le COALEX, collectif d’associations (dont le Secours Catholiques, le Secours Populaire, la Croix Rouge française, l’Union des femmes, St-Vincent de Paul) de lutte contre les exclusions, célèbrera, avec la participation de nombreux partenaires associatifs et institutionnels, " la journée mondiale du refus de la misère ". Cette manifestation se déroulera au Parc Floral-de-Fort de France, le jeudi 17 octobre de 10h à 16h. avec un village des associations, un plateau d’artiste, une exposition photos sur l’errance, des allocutions et un recueil de témoignages. Ce grand rendez-vous civique et solidaire permet de faire se rassembler, les acteurs sociaux qui luttent contre la misère et l’exclusion et tous ceux qui vivent ou ont vécu ces situations d’exclusion afin de porter témoignages.

Les acteurs sur le terrain s’organisent. Les solidarités doivent s’exprimer.

La journée mondiale du refus de la misère est celle qui rappelle qu’il ne faut pas baisser les bras.

Seminar  (11.00-12.30 hours)

Poverty and social equity in Latin America and the Caribbean: The United Nations perspective

ECLAC and the United Nations Country Team for Chile have decided to jointly organize the seminar "Poverty and social equity in Latin America and the Caribbean: The United Nations perspective" to commemorate both the 10th Anniversary of the International Day for the Eradication of Poverty and the 57th Anniversary of the Organization.

 The seminar, to take place on 24 October at the Ministry of Foreign Affairs of Chile, will be chaired by Mr. Carlos Portales, General Director of Foreign Policy of the Ministry of Foreign Affairs. The programme will feature three presentations:

The seminar will also include the presentation of the video "The United Nations in Chile: from commitment to action."

Award Ceremony 
There will also be an award ceremony for the “Ojo con Chile” photographic competition, organized by the United Nations Country Team for Chile with the aim of promoting the issues addressed at the recent World Summit for Sustainable Development.
